  1. B-R: I’m thinking the lady without her pedestal on that statement.

    Carrie: DARPA is just the public face of defense R&D; the separate services still do lots of their own, and so “black” in nature they never see the light of day. DARPA does black as well, they just don’t list those projects for the public to see. I tend to think that DARPA is used to draw attention away from the darkest of the dark programs, and keep the public and Congress focused elsewhere.

    The Air Force typically has done the most black work, although the Navy is not far behind. Those two are the bulwark of nuclear security, so that is used to justify their black programs, while the Army and Marines are lucky to get enough equipment to keep their troops alive and well, never mind having much left over for secret projects.

    A lot of the money involved has simply up in smoke, with little to show for it. At least with the Internet development by ARPA, we got the internet eventually.

    I’m still waiting for the flying cars and rocket packs!
