Sunday, July 21, the Moon comes to full phase in the sign Capricorn for the second time this year. The first was just past the northern solstice on June 21.
Because the lunar month is slightly shorter than a solar month (the time the Sun takes to move one sign), if there is a lunation early in the month, it can happen again in the same sign a month later.
This is not a “blue moon.” That is when there are two Full Moons within the same calendar month, which is a pointless concept. However, two consecutive Full Moons in the same sign is something to write about. Here is my coverage of the first Cap Moon from last month.
Between them was the Cancer New Moon on July 5.
Full Moon Conjunct Pluto in Aquarius
The Full Moon is conjunct Pluto, though they are in adjoining degrees of Capricorn and Aquarius respectively. Still, that is a close conjunction, and it’s arriving with all the intensity you might expect.
There is also a feeling of isolation and loneliness with this setup, accentuated by the emotional intensity of full phase. This lunar placement can have a bit of victim trip to it, though it’s also an extraordinarily powerful placement.
The Capricorn Moon is one of the most difficult but also meaningful signs it can occupy, being opposite the Moon’s domicile Cancer. People with the Capricorn Moon (in no special order) include David Byrne, Lucille Ball, Laurie Anderson, Mumia Abu Jamal, Abe Lincoln, Stevie Nicks, Adolf Hitler, my mother, several of my most important girlfriends, one of my closest male friends, and my fallen comrade, labor union organizer Jane F. McAlevey (coverage on tomorrow’s Planet Waves FM).
Take it from an expert: It is quite the Moon. And it’s not easy to have as a natal placement. It can leave people feeling cut off and wondering where they are ever going to find emotional sustenance. These individuals require special care, and they also need to be in charge of something that matters. Many with this Moon have no concept of their power.
For women in particular, anyone would do anything they ask. It would be the perfect placement for a dominatrix. This Moon is sexually compelling and downright hormonal in a way only matched by the Scorpio Moon.
A Cryptic Message: Capricorn 30 and the Deep State
This lunation takes place in the last degree of the sign, called Capricorn 30. Given current events, this is an especially mysterious thing. There is a degree-by-degree catalog of images for degrees called the Sabian Symbols. It describes and gives a little story for each of the 360 degrees of the zodiac.
Capricorn 30 is about a secret committee of men who run the world. While the author of this edition (first published in 1973) says this is about “executive power.” Yet it’s really about the power behind the executive — the secret committee rather than the known figure who puts his signature on the documents.

What Rudhyar is taking about here is currently known as the “deep state.” He calls it the “inner government.” It’s an old concept. Probably a shade or two older than ancient Egypt. If you want a somewhat recent example of a documented inner government, consider Tammany Hall — the Irish social club that ran politics in New York City and much of New York State for more than a century.
By the way, the word “telluric,” used above, pertains to the Earth itself, and also in New Age philosophy to the energy current running through the Earth.
The Committee Has Been Busy
This loose affiliation of billionaires and trillionaires has been busy lately, planning all kinds of activity and important people not getting shot.
The soiree currently unfolding in Milwaukee is a diversion; that’s a production of the Entertainment Division.

Beware of any circumstance or argument that tries to persuade you that you’re living anything other than your life. That is the ultimate lie: that you are somehow a subordinate or extension of another person’s reality. Typically this false idea goes so deep into one’s psychology that it takes years to rid oneself of. You can be sure that it has.
Taurus (April 19-May 20) — The first question is, are you having more fun than your mother thinks you should have? The second question is, are you able to? This is a good time to practice. Figure out where that line of neurosis is, and practice stepping on the crack. Your chart looks like there is something you want to do, but you can’t bring yourself to do it. The more you want it, the more resistance you get — though the past month has been one long exercise in figuring out what to do when someone or some situation makes you feel guilty. At the moment, consider that the thing you’re encountering are your mother’s unresolved issues. You don’t need them, though it can be difficult to see what is going on. The astrological markers say: look right there. Issues are passed down through the generations in ways that are sly and often difficult to recognize. Try this one on and see if the shoe fits.

Gemini (May 20-June 21) — Mars enters your sign in a couple of days, and until then you may be feeling some weird anxiety. It’s the kind that will feel real but at the same time you don’t know what you’re worried about. The tone will change around the time of the Full Moon on July 21, when a series of discoveries, revelations and shake-ups blow through like a dust storm followed by a thunderstorm. If you find yourself in a dark night of the soul, go outside and experience the primeval forest or a cityscape. You are at a moment of breakthrough, when you can confront your worst fears and make contact with your true faith. The two almost always live side-by-side, which is why avoiding fear is a great way to avoid cultivating your deeper connection to existence — which in this case means to the people around you.

Cancer (June 21-July 22) — You have the strength to decide what matters for you. Others may have a different opinion, though the choice is not theirs to make. So you must add awareness as one of your strengths, which will include the ways in which any groups of people (from your family to co-workers to the Toastmasters) have an interest in setting your priorities. Be aware of this kind of pressure; it’s described by a relatively new feature in your chart. Develop a sensitivity to when someone else — anyone else — wants to make a decision for you, or set a priority. And these situations may be sly. Your intuition will warn you, though it might not speak loudly. So you will have to listen carefully, and observe how others influence one another and make their choices. You may find that something happens frequently, and you want no part of it: in being pressured, they willingly surrender their power.

Leo (July 22-Aug. 23) — Things may seem to get worse before they get better, though there will be an emotional bubble bursting as the Full Moon rapidly rises to a peak and the Sun enters your sign the next day (this takes place from the 21st to the 22nd). Your attention may rush to one particular relationship that has been the source of concern most of this year. Yet this is a matter of figure and ground. One situation involving one person may seem to be the issue, though what is troubling you is really coming from the background. It’s all the stuff that you’re distracted from; the social environment around the relationship; the dynamics that form when you go from a one-on-one situation to a group situation. Pay attention to the different ways you and others speak and act when you’re in a group environment rather than with an individual. That will provide the missing clue that you’ve been looking for.

Virgo (Aug. 23-Sep. 22) — You seem obsessed over an injury in a relationship, yet at the same time have no idea how to set yourself free. It’s clear that you think you understand more about how other people feel and what they want better than you understand the same things about yourself. If this is true, take note. It seems like part of you has gone missing, and is only finding its existence in understanding the ways in which you were done wrong. This would explain why all the ‘done wrong’ stuff is so strong — you would be a lot happier making contact with the full strength of your character. You would be happier having confidence in the decisions that you make. Those include who you relate to and why. I would remind you again that you can never find yourself in another person. You can only find yourself within yourself, and that takes some genuine courage. All else is a distraction.

Libra (Sep. 22-Oct. 23) — You are intelligent, though your appeal is not entirely mental. You get results through beauty and emotional connection. These things still exist (because you do), and are more necessary than ever. Through them, you exert an attractive power that brings people toward you. However, you will need to trust those attractions to the extent that you give people the space and time to reveal who they are. You don’t have to make any commitments, beyond listening and learning. And that’s a pretty big offer these days for people who feel stressed, impatient or who think they have ‘compassion fatigue’. (Compassionate people do not have any such problem). These are excuses of the kind that can cost you the opportunity of true exchanges, whether personal, creative or business. Shutting people out is all the rage. Deleting, ignoring and canceling are wildly popular. Leave those things to everyone else. You want a better life than that.
Scorpio (Oct. 23-Nov. 22) — It looks like the Full Moon on July 21 comes along with a major bout of insecurity. You can actually schedule your panic attack and get it over with, like going to the dentist. Here is what I think is really going on: you are figuring out in a new and deep way that you cannot do this whole conformist thing any longer. You are not one of the group, the gang, the tribe or the posse. You may ride along for a while, but like your Scorpio cousin Neil Young, you can only be in someone else’s band for as long as you can stand it; ultimately you are a solo act. You write your own words and music. Yet you’ve always been presumed to be the one who will comply. You’ve never been thrilled about this; it was just the thing to do.
Sagittarius (Nov. 22-Dec. 22) — Sooner or later you must stand up to the world. And that includes individual people in the world. Outer influences are always going to assert their pressure and ideology and attempt to sway your decisions. It’s therefore crucial that you get to the bottom of your own emotional insecurities. These blind spots leave you vulnerable to being influenced by others who have no idea what you want. It is also fair to make an open decision about going with what someone else wants, just to see where that leads you. But sooner or later, you must connect to your own inner motives and desires, since the ‘going along’ bit will reach an endpoint. The Sun’s ingress into fire sign Leo will open up a vista of possibilities for you. Yet many of the best possibilities call for you to embark on a path that you must walk alone.
Capricorn (Dec. 22-Jan. 20) — Take a moment this week to evaluate your commitments, contracts and obligations. Enter the territory where few want to go: the question, “What have I signed up for?” You will only benefit from doing so. This can involve all forms of emotional and transactional situations — anywhere you have power or responsibility, or where you seem to lose these things. Add up your cash, your debts and your credit and see what you’ve got. There is a bottom line, and it’s better than you think. But as long as the little mysteries persist about what you may owe, and what may be owed to you, you will feel hung up and wonder where your power went. As you do your assessment, keep a keen eye for what you don’t need and can let go of without missing it. And notice who stands by you in a spirit of trust, with no strings attached, only because it’s the thing to do.
Aquarius (Jan. 20-Feb. 19) — Ask for help when you need it. There are others who will be willing to give their time and thought to your purpose, if you ask them. In fact, you do not need a lot of help. You will benefit from company, and from some ‘space holding’ by one or two people who affirm your purpose and can be available for conversations, brainstorming or planning. The world is making space for you right now; it’s not just individuals. Yet few notice this; few even consider the possibility. The more you take responsibility for your choices and your actions, the more others will meet you right in that place. Notice that some who do not give you a specific thing (or experience) that you may want are more than willing to affirm that thing coming into your life by some other means. These agreements can be powerful influences and serve as reference points for what is right and true for you.
Pisces (Feb. 19-March 20) — You have something special to offer, and of this you must remind yourself more than you remind others. And keep that firmly in mind as you do your good work. By good, I mean as good as gold — Pisces is the ultimate weaver of dross into precious resources. You may not get immediate recognition; you don’t need it. If you stick to what you do best, and stick to business, you will have everything you need to keep going and keep growing in your trade. While Pisces is one of the most creative signs, yours is also one that depends on a business framework for much of what you do. Not everything; there are things you do just for yourself, but if you’ve noticed, they also feed into the process of what feeds you and what provides useful and helpful service to others. So attend to your affairs with care and creativity, and honor the worth and value of what you offer.
