But lest we worry we have a loose cannon at the White House, remember he\u0412\u00a0has to\u0412\u00a0answer to his boss, President Barack Obama.<\/p>\n With Obama\u0412\u00a0keeping Axelrod nearby, and overseeing Emanuel’s moves, he will\u0412\u00a0have built a\u0412\u00a0net which will stretch out from the White House to the House of Representatives.\u0412\u00a0What we may have\u0412\u00a0here is\u0412\u00a0a re-tooling of how Democrats are going to manage. Up until the 1990s they used to do so by caucuses. Once Republicans took over Congress under Gingrich, they decimated the caucus system and disabled the Democrats. The Republicans\u0412\u00a0did business during\u0412\u00a0morning prayer breakfasts.<\/p>\n I wonder, what form of party organizing will\u0412\u00a0Massachusetts Representative Barney Frank<\/a>, utilize? Frank\u0412\u00a0will be holding the ball in the House with Rahm gone, and will\u0412\u00a0be the point man for the\u0412\u00a0party discipline that Obama and Rahm will probably need.\u0412\u00a0He was instrumental in getting a first draft deal to the economic crisis in September quickly, and had a penchant for explaining it in a coherent way to the public\u0412\u00a0during the crisis.<\/p>\n From the looks of things,\u0412\u00a0Obama seems to be leaning the ship of State head-first through the troubled seas around\u0412\u00a0the country’s economy.
